Follow change in allen() signature

Also updates to make HLT1 tests in MooreScripts more consistent:

• testbench will wait for 0 rate in the Writer before stopping tasks
• remove two known warnings from the FT and Muon decoders. A few events in the input MEPs have this issue.
• switch sequence of hlt1slim test to the same one used for hlt1tck
