Test for changes to Allen lumi counter values in test_lumi

• Adds printouts of the lumi counter values to every 100th event in the test_lumi CI test
• Adds the 1kHz lumi line to the passthrough sequence used in this test

The preprocessor seems to be removing more lines from the test_lumi output than it should. I've moved this to draft until I have time to investigate.
