Update MooreOnline for new Plume decoding

Changes needed to allow MooreOnline to run without crashing for Rec!3748 (merged). The changes were requested by @graven here: Rec!3748 (comment 7661917) Also the plume_data.py file has been updated and now reads the mdf file with v4 banks in it.
