Upgrading to FTLiteClusterMonitor for ZS_monitor

Added Odin to RawBankDecoder and changed to FTLiteClusterMonitor for the SciFi online monitoring. Added routing bit filter to ft.py.

This MR requires Rec!3524 (merged) and then the master changes on top to run. This also needs LHCb to be on branch 'rm-tae' as well as MooreOnline on 'rm-tae' to work. See dependent MRs below.

Hi, this is ready for review. These changes are needed for the online monitoring to run since we are using the FTLiteClusterMonitor now and also need Odin.
