Update veloMon to fix track master fitter call with clusters on track

Fixes velomon's track master fitter call to (1) use the hlt2_tracking function (for the defaults), and (2) use the clusters-on-track with only the VELO clusters there.

Should go together with Moore!2754 (merged)
