Fast run change for HLT1

Update the online components of HLT1 to configure and allow fast run changes of TCKs.

Add three tests that test a fast run change of TCK:

• Create a new TCK from an existing one that changes a single prescale
• Run HLT1 on some modified MEPs to trigger a run change and an update of the TCK
• Check that the output of the previous tests is consistent with expectations: the output data of the second run in the test shows no events selected by the line that was prescaled and the HltDecReports contain the new TCK
