hack hlt2.py to enable writing HLT2 decoding keys

Temporary solution to adapt to LHCb!4598 (merged) , which modified the key generation logic, making it not work anymore with the hlt2 testbench, which uses the online Writer to write output.

This is not a permanent solution, the issue should be treated within application.py .
