Towards automation of the mirror and panel alignment procedures

This merge request includes commits designed to move us towards having an automated mirror alignment procedure for Run 3. At this point the offline panel alignment procedure is fully included, and the mirror alignment code is able to be operated by the Alignment Run Control. More work will need to be done in the future to fully automate the mirror alignment (and perhaps further in the future also the panel alignment).

Our previous branch rich align_run3 has been merged into master

New updates to our code will be made in this branch, richalign_automate

We should endeavour to merge this branch at or before 20 Changes (preferably fewer).

@pnaik, I suppose it goes without saying that the formatting fixes are excluded from this count...
