Draft: Migrate from use of local clone of conditions database to use of Conditions Overlay

This functionality has been tested and produces identical results to the previous method (use of local clone). This allows us to always have the most up to date alignments (present in the master branch of the conddb) prior to running mirror alignments. Some other changes to the panel alignment + mirror alignment code, as things have developed/diverged since this branch was created.
