Algorithm that selects the particles used in the FlavourTagging

Claire Prouve requested to merge Claire_FTParticleSelector into master

Algorithm that selects particles that either have the same associated PV as a B candidate or that have a MINIPCHI2 greater than a given value (default is 6).

The algorithm takes the B candidates as inputs, as well as two particle lists (for long and upstream particles), and returns a selection.

This algorithm can be given to the extra_ouputs of an HLT2 line.
