Add functor for ChargedProtoDedxPIDTool

Adding a new LoKi functor (DEDXPID) that allows to access the new ChargedProtoDedxPIDTool, and therefore depends on this tool to be merged. This functor is supposed to be used in the upcomming 2023 restripping campaign.
