Test lumi summary encoding and decoding

Alex Pearce requested to merge apearce-lumi-raw-bank-tests into master

Supplements !618 (merged) by further testing the luminosity summary encoding and decoding algorithms. These are defined in LHCb, unlike the lumi summary producers, so a test there would be nice, but all the infrastructure is already in the test added in !618 (merged), so just use that.
