Add RestoreCaloRecoChain algorithm (Phys/DaVinciNeutralTools) to stripping21-patches branch to be used in DV39r1pX with run1 restripping data.

Similar to RestoreCaloRecoChain already in production for run2 (DV v42r7 and above) except ClusterAsX, ClusterAsy and Saturation info in ProtoParticle that wasn't implemented for run1 data.
