Replace savannah bugs by corresponding JIRA tasks

Some savannah urls are hard-coded in C++ files, either as comments, doxygen descriptions, or sometimes as error messages for users. Savannah being dead the corresponding JIRA task is stated.

Look at the failing CI test by clicking on the failed pipeline ID and then again on the check-formatting button and follow the instructions:

go to your gitlab branch, execute curl https://gitlab.cern.ch/lhcb/Phys/-/jobs/9796225/artifacts/raw/apply-formatting.patch | git am and git push

Click in # number next to Pipeline, click on the failed check-format and there you will see something like

  You can fix formatting with:
    curl https://gitlab.cern.ch/lhcb/Phys/-/jobs/9796225/artifacts/raw/apply-formatting.patch | git am

Run that, commit and push.

with git push, you mean "git push" and not git lb-push blah blah?

I'm always confused between lb- commands and regular git.
