Fixes to Calo Monitoring

A few things that need to be fixed in the calo monitoring:

• make the binning of the Time alignment histograms a property of the algorithm so it can be changed in the configuration @nuvallsc
• enlarge the range of # of Digits histogram in DigitMonitor to 6000 (4000) for ECAL (HCAL) @pagarcia @alobosal
• move monitors to use thread-safe histograms WIP in !3074 (merged)
• add pi0 mass monitoring @cmarinbe WIP in Moore!1098 (merged)
• add ECAL cluster monitoring to online monitoring Moore!1683 (merged) and MooreOnline!124 (merged)

I guess that we also need TrackCaloMatchMonitor which needs updates from both calo and tracking sides, right?

yes, we totally need it for the monitoring of the reconstruction. This issue focuses on the Calo monitoring itself, more from the detector point of view
