FTMonitor tests not working with dd4hep

See dd4hep test results for the three FTMonitors tests, e.g.

tests currently fail with messages like

DecodeFT            ERROR DecodeFT : Cannot retrieve /Event/IOVLockDD4hep from transient store.

IOVLock is a specific thing needed in dd4hep, and an algorithm to handle it must be inserted into the processing sequence.

Please can someone look into this asap, as currently these are the only tests failing in Rec for dd4hep, and we are pushing to get the builds clean.
