WIP Port CaloShowerOverlap to new framework

  • move algorithm to Transformer
  • make tool const
  • adapt CaloMergedPi0 accordingly
  • move to new counters --> this will break some tests

This requires some changes to LHCb as well, see LHCb!1420 (closed).
