add PrCheckEmpty FilterPredicate (end decision for the scheduler)

useful for scheduling with LHCb!1422 (merged)

also added the possibility of a sharedobjectscontainer as input for the trackeventfitter (for the barrier)
Can factorize this out if wanted.
