Fixes to MuonMatchVeloUTSoA

Miguel Ramos Pernas requested to merge muonmatch-fixes into master

Fix SetQOverP mode of the MuonMatchVeloUTSoA algorithm and reorganize code after !1532 (merged). Allow to set the momentum bounds in the configuration. Old code being kept for compatibility with ongoing performance studies. Nightly tests should not be affected.
