FTMeasurement provider uses indices for unique quarter

Laurent Dufour requested to merge ldufour-smarter-measurement-provider into master

This only loops over the right quarter of the FTLiteClusters to find the cluster for the LHCbIDs.

This makes the preparation of nodes significantly faster.
