WIP: Add PrMCFilter tool to Rec for Hlt1 efficiencies in Moore

Related to Moore!271 (closed). In order to get Hlt1 trigger line efficiencies, we need MC truth information in the tuples that are produced by Moore/Hlt/Hlt1Conf/options/hlt1_example.py. To do this, I introduce the tool PrMCFilter to Rec, adapted very slightly from code written by @chasse .
