Enable event-local memory pool in UT hit handling, VeloUT tracking and VeloUTMuon reconstruction

This switches on (in PrVeloUT) the event-local memory pool support added in LHCb!2340 (merged) and adds+enables support for it in UT hit handling.

Use of the event-local pool is also enabled in the VeloUTMuon matching.

This depends on LHCb!2340 (merged).

On reflection I added the changes to the muon matching here, as the MR is reasonably small and those changes also depend on the changes to LHCb::Pr::Upstream::Tracks. cc: @mramospe @cprouve
