Consolidate rich detector and radiator properties

Adds to common RICH base class properties to define the active RICH and radiators in use, and some additional accessors for this information. Then, use these accessors in various algorithms.

Goes with Moore!460 (merged)

References updated in Moore!469 (merged)

Please do NOT squash the commits here, as that will cause issues with !2044 (merged) which is based off of this branch.
