Dropped unused CaloDigitFilterTool

Sebastien Ponce requested to merge sponce_dropCaloDigitFilterTool into master

Goes together with LHCb!2729 (merged) and Phys!771 (closed)

That only meant making ICaloFutureDigitFilterTool public so that it can replace old ICaloDigitFilterTool
