Remove TT and ST from tracking

Replacement of !2193 (closed) that was based on other MR without reason. To fix compilation errors following LHCb!2744 (closed) I propose to remove a number of algorithms, and patch a few more.

If this compiles in lhcb-run3-cleanup we'll merge in master. A proper revision by tracking guys may still be needed.

@pkoppenb I suggest that we first test all MRs related to the removal of L0 in lhcb-run3-cleanup and get those merged. Afterwards we can proceed to this MR and further cleanups. Would you agree with this strategy?

@rcurrie Yes-ish. It's the next thing on my plate. I will also move all relevant XxxDet to Gauss, as discussed with @gcorti . I'll open an issue to follow all of that.

This MR is doing the same as the bigger one !2236 (merged) . Closing
