Add a Generic Track SOA Container

Adds converters from v1_tracks to new Generic Track SOA container and updates calls to Particle_v2 tracks from Forward SOA container to Generic SOA Container. Depends on LHCb!2920 (merged) and Phys!882 (merged). @mramospe @apearce @mvesteri

Are there some tests already in Rec that run some v1::Track-to-something converters? Would be nice to check that the new algorithm at least runs.
