PrHits resolution monitors for be added to the LHCbPR

Following the discussion at the track fit (Issue) meeting adding the PrFT and PrUT hits resolution monitors to the LHCbPR Dashboard. The VP algorithm is slightly modified to produce the necessary TProfiles directly.

Corresponding Moore update: Moore!926 (merged)
