New parameters for scattering noise approximation

New parameters are tuned on 10k events of upgrade-magdown-sim10-up08-30000000-digi from TestFileDB.

Parameters for SimpleFitter and PrKalmanFilter are tuned by disabling reference nodes in TrackMasterFitter.
