Follow LHCb!3225

Use RawBank::View as input to PrStoreUTHit and PrGECFilter instead of RawEvent. Adopt RecoUpgradeTracking sequence accordingly.

I'm very happy to see Gaudi::Functional::concat_alternatives slowly disappear -- or at least 'withdraw' into a single, quarantined location (i.e. UnpackRawEvent) for the time being, prior to it really going away ;-)
