Ignore DQFiltering in LumiIntegrateFSR

DQ filtering and luminosity accounting for Run3 is going to be very different.

For the time being this MR removes the use of the Run2 DQ filtering from LumiAlgs, so that the tests pass even when LHCb!3463 (merged) is merged.

I did not try to integrate Run3 DQ filter algorithm in the LumiAlgs tests as I believe the tests will have to be replaced with something fit for Run3.
