add CatBoost in Muon HLT

Addition of catBoost to MuonID. This picks up Rec !2392 (closed) and adds a minimal working version per muon candidate without the batch computing. CatBoost developers are free to add the batch computation starting from here. This needs LHCb !3594 (merged). Needs Moore!1590 (merged) not to loose rate in Hlt1.

Could this be tested in the nightlies to check the reduction in rate? I expect a reduction in the rate as this is adding an extra calculation for the muonID.
