Update TrackBestTrackCreator and FunctionalChargedProtoParticleMaker to be DD4Hep compatible

Updates how the detector (condition) in the TrackBestTrackCreator and FunctionalChargedProtoParticleMaker are accessed, to make it compatible with DD4Hep

@jonrob Let me know if you think this makes sense. I only tested it with a DetDesc build.
