Requires LHCb!3671 (merged) and !3007 (merged) and Moore!1649 (merged)

More description can be found at Moore!1649 (merged). Here the algorithm which creates the RecSummary is added. The algorithm is based on RecSummaryAlg which is not Functional and contains code to support Run1/2.

Fill more quantities. (Can also be done as follow up)
