Draft: Add SecondaryVertexChecker histogram algorithm

Configuration script: conf_histos.py

To run stack/DaVinci/run gaudirun.py conf_histos.py

To make the fits for the plots I've written a pyroot script root_conf.py which creates a pdf like jpsi_vertices.pdf (with a corrected chi2 plot)

Goes with Analysis!964 (closed)
