New options for RICH 4D reconstruction
Requires LHCb!4315 (merged)
Adds use of new algorithm that adds RICH time info using MC to already decoded data structure.
Allows the enabling of 4D reconstruction using regular decoded data that is lacking time information at source.
An additional QMT test is added to exercise this new feature.
