RICH 4D Reco Update

  1. Fixes a bug in the SIMD pixel maker, where the index for the associated scalar cluster must be incremented even if the hit is rejected as out of time. Not doing this screws up the associations.
  2. Adds Min P and Pt cuts for the track segment makers. Particularly useful for the maker from MC truth as otherwise a lot of low energy stuff gets made into tracks.
