RICH Add detector regions to pixel objects

Adds to the RICH SIMD pixel data object the concept of detector regions (inner, outer). Useful in particular for U2 studies where we need the ability to override the regions as per the detector geometry to study the impact of changing these regions.

In addition, includes some other changes related to improving 4D reconstruction support.
