Additions to U2Tuple for Flav. Tagging + Reconstructible Monitor Fix

For flavour tagging, need some information about an MCParticles PrimaryVertex to be able to study PV matching, also an open question on TruePVs -> PVs.

Otherwise, these are essentially just some monitors/changes to the monitors I often use and may be useful to others, happy to discuss how appropriate they are for the main branch

The new reconstructible monitors are useful for looking at different regions, but the main fix is the reduction of the radius of the "region of interest" to 3mm to not include tracks from the foil.

Rate monitors in DepostCreatorDetailed make studying Hit and Particle rates easier per pixel, left as optional as is a huge unwieldly monitor however.
