Add cheated track fit for U2

Adding cheated track fit with

  • new cheated PR for Long and Downstream tracks
  • Also add qop value and add option to add ideal states to the track
  • Form tracks only if number of hits in sub-detector is more than minimal value
  • add TrackResCheckerNT
  • add and switch to 1D measurements

This is invasive, and I am happy to address any comments. Goes with Moore!3221 (merged) LHCb!4499 (merged)
