ProbNN models for Upstream, Downstream using Long

Adding Upstream ProbNN models, Downstream uses Long model, but different training (weights) (same inputs available).

Also retires old ProbNN tools

Needed for Moore!3528 (merged), using lhcb-datapkg/ParamFiles!99 (merged)
