Adding monitor of PV tracks relations

Needed for Moore!3855 (merged)

Adds a monitor that checks if all linked tracks in the PV objects can be found in the (original) Velo track container. Can be set to fail if this is not the case, which is used in a test in the aforementioned merge request (after unpacking, so tests if it goes right in the packing step too).

I think this is a good idea, but I am not sure it is what we usually call a monitor. It just produces counters and no histograms, while monitors I think usually have histograms.

Maybe we could find a different name for it?
