Add track error to in sensor check

Mark Waterlaat requested to merge mwaterla_state_in_sensor_with_error into master

Adds N times the state error to the local position for checking if the state is inside the sensor. The tracks are skipped if outside the sensor like before.

The counters are expected to change, so an update to the reference might be needed.
