Fix VP_cluster_monitoring tests

As reported in Moore#880 , VPClusterEfficiency does not support SP RawBank v4. Therefore VELO clustering monitoring tests in RecoConf are failing after updating to more up to date input MC sample.

This MR add support to SP RawBank v4 to VPClusterEfficiency.

@flazzari Thanks. Have you checked if those tests in Moore are working out of box with this development or will need some changes as well?

I'm preparing a MR also for Moore: with the current defaults also the tests that should use VPClus now use RetinaClusters.
