Prevent automatic retrieval of undesired ToolHandles

Marco Clemencic requested to merge follow-up-gaudi-501 into master

gaudi/Gaudi!501 (merged) exposed the same problem of !782 (merged), but in AlgTools.

This MR should fix the problem.
