StripConf - Ignore state cache in public tool properties check

Adapts to changes in Rec!2106 (merged) (must be applied before that MR is). State Provider tool now has a DataHandle, and this seems to causes issue with a check in the stripping that warns if a public tool has non-defat properties. Quick fix is just to ignore this tool in the check.
