Modifications and additions so that S25 and S27 can run in 2018-patches.

IFT S25 and S27 had patdownstream that is depreciated in later DV versions. Changed to PatLongLivedTracking in StrippingHeavyIonTrackEffDownMuon.py. Remade dbases/archives

This was checked by comparing rates on the original branches with rates on 2018-patches where the PatLongLivedTracking switch has been made.
