Adjust selection of IFT Stripping Line

Tightening the selection requirements of the HeMedian line to adjust a previously too high retention rate.

These stripping lines depend on new LoKi functors, in the corresponding MR Phys!956 (merged).

Please find the retention rates and (CommonParticles overhead-free) timings of our lines, calculated on 200k events (TestMyWGfromSettings.py), below.

In the first version of this MR only the prescaling of the HeMedian line was changed.
