Herschel for QEE W/Z

Chitsanu Khurewathanakul requested to merge qee-herschel into master

This MR request for the Herschel raw bank for the W/Z lines (golden lines of QEE; W->mu, Z->mumu, W->e, Z->ee), which provide a possibility for measuring single and double diffractive W and Z production.

We apologize for the lateness of this request (the verdict is more or less crystalized from the lhcb week).

PS, concerning the other raw bank in Z->ee lines (David, Simone) that the coordinator has emailed to , I will leave them to comment on this issue. @drw @bifani
