Added prescale ot the lines in StrippingCharmFromBSemi.py

Maxime Schubiger requested to merge CharmFromBSemi_Schubiger into master

I added a prescale to each sets of stripping lines rather than commenting the lines that don't need to be run for the incremental restripping. It looks to me as a longer term solution.
