Adding BsPhiRhoLine for Run 2

Add BsPhiRhoLine for next incremental restripping. Kinematic cuts are the same as S20. Vertex chi2, track chi2, IP chi2, ghost prob cuts the same as S21. Tested with 100k events using /Phys/StrippingSelections/tests/users/TestMyStrippingLine.py
